Program Director

Y-Tech LLC is seeking a Program Director (PD) to work in Northern Virginia and shall effectively and efficiently plan, organize, and manage all employees of the Contractor that are engaged in the various duties. 
This shall include: (1) Providing effective leadership for all staff; (2) day-to-day administrative and technical direction of contractor personnel; (3) assignment of staff personnel to appropriate shifts, or employment functions/tasks/duties; (4) monitoring staff workload (i.e., manpower and manning levels) per wage category, per shift, per week, to ensure contract compliance; (5) establishment or improvement of procedures and controls, where necessary, to ensure that all services meet schedules of production; (6) Establish effective controls to oversee requirements and deliverable efforts within this SOW to ensure completion on-schedule and within budget; (7) hiring and retaining appropriate resource leveling of staffing across all technical and functional teams; and (8) ensuring compliance with all Government security and contract requirements. 


The PD must have the authority to act for the Contractor in the day-to-day matters under this contract to include, but not limited to:  provide the COR with status reports; monitor the contract to ensure that all tasks are being properly executed; make suggestions to the COR for improvements of the operation and/or prevention of problems; and respond to requests from the COR, whether administrative or technical. 
The PD shall be responsible for ensuring that contractor personnel are fully qualified for the labor categories under which they are assigned and that contractor personnel perform the work efficiently and in a timely manner.  The PD must have the authority to handle all disciplinary matters involving the contractor employees and to sign all papers, documents, and/or reports on behalf of the Contractor. 
The PD shall ensure that onsite supervisors, project coordinators, and/or team leaders, perform all document reviews, data analysis, on-line data entry support, coordinate recommendation of revisions to user documentation, and maintain files and records as required. 


The PD shall conduct staff meetings on technical performance matters, including changes to software processing, production, error rates, disposition of files, attendance, policy, and procedural matters.  The PD shall assist in the planning and development of policies and procedures for the effective and efficient management of the data entry and other operations. The PD shall formulate statistics on technical performance matters to include anomalies in reporting, and past, present, and future statistical reports surrounding the data entry requirements as requested by the COR.  The PD shall review and approve daily, weekly, and semi-monthly status reports and properly disseminate these reports. 


The PD shall write and review standard operating procedures regarding the completion of various tasks and reports as they relate to contractor personnel performance and shall monitor the operations of the contract and all contract personnel hired in the performance of the contract, regardless of the physical location of the employee.   The PD must have experience in all segments of Project Management. Must have experience in project planning, resource leveling, and managing Service Level Agreements in contracts similar in scope and size.  The PD must have experience in leading a diverse technical team and proven leadership of large initiatives and must be capable and skilled in oral and written communications and be able to apply these skills in communicating with users, technical staff, and all levels of management within the DEA.  The PD must be technically qualified in all aspects of contract management and ensure that all tasks identified are done in accordance with contract requirements.  The PD must have a four-year college degree and a minimum of  twelve (12) years of experience in information technology development, assessment, and implementation projects, including web-based systems, customer service operations, and administrative support personnel functions.
